WebUPDATE 3: It's possibly an issue with HDR, it could be that the media apps are still sending or triggering somekind of HDR signal to TVs and Monitors even when HDR is turned off on the Xbox and this is what's causing the flashing, flickering and blackouts on 4K TV and Monitors that don't support HDR. I used the BIOS checker to see if it worked & it did, I forgot to check which flash I have so I reopened the box & saw that it was a Winbond.
